Doug McGowen serves as the 12th President and CEO of Memphis Light Gas and Water,

the nation's largest three-service municipal utility, serving more than

440,000 households and businesses. 

Immediately prior to taking the helm at MLGW, he served as the

Chief Operating Officer for the City of Memphis and Mayor Jim Strickland.

During his time with the city, he also led the Regional COVID-19

Joint Agency Task Force and the Memphis Sexual Assault Kit Task Force

and served as Director of the Innovation Team.

Prior to joining the city team, McGowen served as a commissioned officer

in the United States Navy, retiring as a Captain in 2011 after 26 years of service.

 His last assignment was Commanding Officer of the Naval Base in Millington, TN.

McGowen also served as Commanding Officer of Strike Fighter

Squadron ONE ZERO TWO. McGowen holds a B.S. in Civil Engineering

from Virginia Military Institute and

an M.A. in National Security from the United States Naval War College.
